This is extremely important to note when buying bracelets:

Some bracelet makers and brands make a bracelet that has an X cm circumference when that is specified. At the same time, when other makers state X cm as the size, then it is made slightly larger so it can actually fit a wrist of that size. This is why it is extremely important to read carefully what the sizing refers to. Is it the circumference of the bracelet or the actual wrist size it will fit.

That makes the inside measurement smaller than the length when laid out flat. What is needed to actually wear a bracelet is for the inner measurements to match the outer circumference of your wrist. That’s why it is important to use a tape measure, strip of paper, or small string — it’s not bulky, so the inner circumference is virtually the same as the length when laid flat.
